Overview of the District’s Public Works Projects Bidding Process
For projects less than $300,000, Lake Whatcom Water and Sewer District utilizes a shared small works roster to solicit bids for public works construction projects. The shared small works roster is administered by the Municipal Research and Services Center of Washington (MRSC). The MRSC Small Public Works Roster is an online system used by multiple Washington State counties, cities and special districts to connect with businesses who would like to provide construction, repair, or maintenance services for small public works projects under $300,000. Per State Statute RCW 39.04.155, public agencies may choose to use a roster as an alternative to advertising its project. Contractors who would like to be included on the shared roster or who would like more information can visit www.mrscrosters.org or contact MRSC at (206) 625-1300.

Residential Project Forms
Permits and New Service Information
Lake Whatcom Water and Sewer District requires a sewer service meeting and inspections prior to issuing permits and new service. View the District policies for new service.
Developer Extension Agreement (DEA) Application
Apply to establish a Developer Extension Agreement to identify basic facility needs for the project. Lake Whatcom Water and Sewer Board of Commissioners evaluates the project prior to allowing extension.
Water/Sewer Permit Application
Water and/or sewer permits are issued at the District office at 1220 Lakeway Drive by appointment only. An appointment allows permits to be prepared in advance for payment and pickup.
Sewer Services Contractor Surety Bond
Installation of Lake Whatcom Water and Sewer District sewer service requires the project contractor to be bound to Lake Whatcom Water and Sewer District to perform its duties, undertakings, covenants, terms, conditions, and agreements of the contract during the term and any extensions of the project.
Application for Certification as Sewer Services Contractor
This is an agreement application between the undersigned contractor, a licensed contractor in the State of Washington, and Lake Whatcom Water and Sewer District for certification to do business as a Sewer Services Contractor.
