Projects

As a small special purpose district, Lake Whatcom Water & Sewer completes many projects in-house as well as working often with consultants and contractors to complete capital improvement, maintenance, and repairs. As a water and sewer district, projects with an estimated cost exceeding $50,000 must comply with formal bidding procedures as set forth in RCW 57.08.050 for public works contracts and RCW 39.80.040 for professional services contracts. Per the District’s Administrative Code, some projects may be completed through the use of the small works roster as described in RCW 39.04.151 for public work with an estimated cost of $350,000 or less. The District may also award some professional services contracts with an estimated cost less than $200,000 with limited competition per the District’s Administrative code.

Projects that are advertised for bidding are generally posted in the News & Announcements section of our website on the day the Request for Qualifications (RFQ) or Request for Proposals (RFP) is published in the Bellingham Herald or distributed to the Small Works Roster. Submittal requirements and project information can be found within the full RFQ/RFP and addendums, which may be included in the announcement or hosted with the WCR Plan Center as specified in each individual announcement.
