Lake Whatcom Water and Sewer District (“District”) will receive sealed Bid proposals for the following project:

TITLE: Agate Creek Restoration – Exposed Force Main (District Project #M1811-2020)

SUMMARY OF WORK:  This project will rebuild a stream channel downstream of a crossing of a sewer force main owned by the District. In 2019, the force main was encased in concrete to stabilize and protect the 8-inch diameter pressure pipe. At the same time, the stream channel was filled with rock to create a 10% slope streambed channel directly downstream of the force main. However, during winter storms most of the install rock washed downstream. This Project will use boulders to reconstruct the channel so that storm flows will not wash away the streambed. Streambed sediment will be used to fill in all of the channel voids between and below the boulders. Material washed downstream last winter will be retrieved and disposed of by the Contractor. Some of this material can be used to fill voids between the boulders. Construction work is governed by the requirements of the hydraulic project approval (HPA) permit.

ESTIMATED BASE BID COST RANGE: Base Bid $28,600 (Not including sales tax)

Public Bid Opening will commence at approximately 2:10 P.M. The District Office is currently closed to the public due to COVID-19. The project bid opening will be broadcast live to the public using an online meeting platform. The day before the bid opening an e-mail with an invitation and instructions to join the bid opening will be sent to all Plan Holders.

PRE-BID MEETING: A non-mandatory pre-Bid meeting will be held at the project site (2433 Northshore Rd) on Wednesday, August 12, 2020 at 9:00 A.M. for the purpose of answering questions from prospective Bidders. In accordance with CDC and State requirements, face masks are required and 6-foot social distancing from all persons will be enforced.
